Welcome to SciFi Graphics (also known as SFC Graphics), the oldest On-Neo Graphics site with Lookup Shields.
And also one of the few places with Anime Shields.

Neopian Times Editorial, Issue 248 extract (I have had to alter it slightly due to the new look):
Why is it against the rules to cover up your shield on your user lookup? I understand the sidebar and overhead bar, but why the shield?
Covering your shield with an image that goes along with your UL theme is fine. What we don't want anyone doing is using another Neopets shield to deceive other players into thinking an account is older or younger than it really is. Your shield can say things like "forever" or "eleventy billion years and still going strong" or something that is obviously fictitious, but please do not place a 56 month shield over your 2 week shield to make your account look older, or vice versa. And it is perfectly acceptable to replace the top and ~~side~~ bottom bars as well. 2

While I have provided urls the best way to copy them is right click and select Save As... Attempting to copy these transparet images, that are at 75% currently, by copy & paste or dragging can result in a black background instead of a transparent one.

Requests
Please include what category of request it is in the Subject. TNT have killed the ability to pre-set the subject. This also means you need to put scifi_crazy into the user field.
Shields You can select image/theme, text on it & it's font/colour and Shield colour. Any other options may not get done. Anime/Manga requests are accepted!	Backgrounds I ain't a mind reader, so you'll need to tell me the theme (colours optional). Unless stipulated colours for fill will be chosen as the suit the image.
Requests are currently Pending. Requests sent while closed will be archived and may be filled later.
Themes i.e. headers & footers Info I need: Theme Colours (if you dont give this I just use whatever I think goes with the theme)	Layouts These (normally) consist of header/footer, background and font colour settings to match the background. Theme

All <a href="#num">links</a> in the content will appear as normal, or as you code them (.nav a{} is a good one to look at). 
The navigation ones have had their decoration (underline) disabled and hover colour same as.

The sidebar is best used for links within this page/your pages and affiliates. 
You can adjust the width, but if you do you will have to move and adjust the width of .contentPnl too.
<br>
Applying a background to .sideLink will make it appear under the links, like on my pages. 
If you set a height on .linkPnl you can make anything else in .sideLink move down beyond a background (like how my marquee is beyond the image).
<br>
Below is a standard table, if you use the generic class all content will appear centered without the need to add align=center to each cell.
You can make your own table class to apply the same setting to all the cells if you like. Google "html css w3" to see what you can set ^_^

The footer neopets adds Will Not appear, so do not remove the line about NEOPETS. The refer bar at the top will be shown with this layout.

Do Not remove the credit link, even if you've added your own images and adjusted widths. I still did the framework. Just add yours for the images/content.

If you do use the header/navigation backgrounds I've done I suggest you upload them to your accont. 
You can do it direct from the url on Photobucket and Imageshack.
Or right click, save as, then upload them.
<br>
