The islands around Neopia tend to be the home to some exotic species of pets and unusual mutations. One such being the rare tuatara techo. One such techo lives on a small little island near the Mystery Island coast and swims to and from the mainland then back home. She does not speak our language except an ancient dialect from Tyrannia. The native call her Cielmer for she swims avidly and seems to have come from the sky...

The Scaly Tale
She had appeared out of nowhere it seeemed, a small brown techo with a rough, scaly body and small bumps along her back. No one had cared for her nor did they want to. This was because they never even knew she existed then.
As wild creatures do, she fended for herself. Over the years she taught herself to swim until she had complete mastery of the sea where she grew up around. The first sighting of this techo was off Mystery Island harbor. A small techo with brown scales and strange markings was sunbathing out on the rocks.
From then on they called her Cielmer. The one from the unknown (or sky since not much was really known about it back then) and from the waves.
